A 90-day visa-free passport may be able to cover a 6-month Penang stay with one exit and re-entry, but the re-entry is never guaranteed. A 30-day passport should not plan a 6-month stay through tourist entries alone. A quota-limited passport, such as China's ordinary passport under the current 90-in-180 framing, should treat the quota as a hard planning constraint. Mixed-passport families should plan around the shortest allowance in the group.
Why this is not a yes/no question
Visa-free entry is granted at the border. The published stay period tells you the maximum stay that may be granted; it does not guarantee that a later entry will be approved after a long stay or a quick turnaround trip.
The expensive failure mode is not a small fine. It is being refused entry while your family, luggage, lease, school visits, or medical appointments are already tied to Penang.

The practical plan some long-stay visitors consider is 90 days in Malaysia, a real regional trip out, then re-entry for the remaining stay. Treat that as common practice, not an entitlement. A third back-to-back entry raises the risk materially.

Treat China as quota-limited, not a normal 30-day case. The China-Malaysia mutual visa exemption agreement allows up to 30 days per entry, with cumulative visa-free stays capped at 90 days within any 180-day period. That means a tourist-entry plan cannot simply stack border runs until it reaches 6 months.
The family's effective stay window is the shortest passport window in the group. A French parent's 90-day entry does not extend an Australian child's stamp, and each re-entry is assessed passport by passport.
What changes at re-entry
Re-entry is where the risk concentrates. Officers can see your recent entry history and may ask why you are returning, where you are staying, how you fund the trip, and when you plan to leave.
MDAC: use the official entry card only
Submit Malaysia Digital Arrival Card through the official Immigration channel before each relevant entry. Do not pay third-party "MDAC" sites; the official MDAC process is free, and fake sites have been reported.
