- Do not verify only from a business card, WhatsApp profile, or listing screenshot.
- Check whether the name, REN number, and agency shown to you line up with official records, a Board response, or agency registration documents.
- Then verify the phone number through the agency's official website, office landline, or published company channel. A real REN number on a copied name card does not prove the phone number belongs to that agent.
- In person, ask to see the negotiator's REN tag. Compare the photo, name, REN number, agency, and company registration details, and scan the QR code if the tag provides one.
- If the person says they are collecting money for someone else, ask who the legal payee is and where that appears in the tenancy paperwork.

Registry checks can still be fooled by a cloned name card
In a November 2025 Malaysia case reported by Sin Chew Daily, scammers cloned the name card of a real licensed property agent in Kuala Lumpur. The name and credentials were real; only the phone number had been swapped. Victims who checked the registry could still find a legitimate agent, which made the fraud look safer than it was.
That is why this checklist does not stop at "check the REN number." After checking LPPEH/BOVAEP, contact the agency through its official website or office number and ask whether that agent, phone number, and payment instruction match their records.
2. Verify the landlord or registered owner
A local Penang agent described a practical first screen: ask for a recent Indah Water bill or property tax or land bill, then compare the name and property details with the landlord named in the rental paperwork. Treat this as a screening step, not proof by itself.
The wording matters. Assessment, quit rent, and parcel rent are not the same thing. Assessment, also called cukai pintu or cukai taksiran, is the local council property assessment bill. Quit rent, or cukai tanah, is a state land matter. For strata homes such as apartments and condos, parcel rent, or cukai petak, may be the relevant land-charge document.
- Compare the owner name, property address, and account or parcel details against the landlord and unit in the tenancy paperwork.
- If the name differs, ask why before paying. Possible explanations exist, but the mismatch should be explained in writing.
- Do not treat a bill image alone as ownership proof. It is a practical red-flag check that can point you toward a stronger verification step.
3. Treat extra deposit pressure as a question, not a rule
Many Malaysia rentals are discussed in shorthand such as two months' security deposit plus one month's advance rent, sometimes with a separate utility deposit. Local Daily has not verified a single official residential deposit cap for this guide, so do not treat a number from a group comment as law.
The safer move is to ask what each payment is for, when it becomes non-refundable, who holds it, and where it appears in the tenancy agreement or receipt.

4. Check the tenancy agreement and stamping plan
As of 2026, Malaysia does not yet have a dedicated residential tenancy law in force. The Housing and Local Government Minister has said the Residential Tenancy Act is in its final drafting stages and is planned to be tabled in Parliament during the year. For now, the rights and obligations between a landlord and tenant depend largely on the tenancy agreement they sign, read together with general contract and civil law. That makes the written agreement the practical place to secure protection, so read it before you sign.
- Check that it clearly states the parties and the property, the term, rent and payment dates, the deposit amounts and the conditions for their return, who pays utilities and other charges, repair responsibilities, and the early-termination, renewal, rent-increase, and notice terms.
- Ask for a handover inventory of furniture and fittings to be attached or referenced.
- Ask who will handle stamping and when you will receive the stamped copy or proof.
- Keep payment receipts, the signed agreement, inventory, and handover photos in one folder.

5. Photograph the handover before you settle in

Common scam red flags
These are experience-based safety checks from renters and community reports, not legal rules. Treat any one of them as a reason to slow down and verify before money moves.
- You are pushed to pay a booking fee or deposit quickly to "secure" a unit before you have seen it in person or verified the agent.
- The person will only deal through WhatsApp or chat and avoids the agency's official phone line or office.
- Payment is requested to a personal account that does not match the written tenancy agreement, the named landlord, or the registered agency, or the payee's identity and authority to collect cannot be explained in writing. A real landlord may use a personal account; the risk is an account that does not line up with the transaction, not a personal account by itself.
- Listing photos appear on several unrelated listings, or reverse-image to other sites.
- The name card or REN checks out as real, but the phone number was given only through chat. Confirm the number through the agency's official channel.
- The other side refuses to provide a written tenancy agreement, or says "sign after you pay."
- The price is noticeably below comparable units.
